Provide overloaded constructor signatures to Strided1DIndexer class to avoid uses of static_cast at constructor call sites.

Provide shortcut constructors (for zero offset).

Constructor call site use comments to specify meaning of constructor parameters.

Added few comments to GEMM code too.
