Purpose of the change

Implement listwise language model reranker.

Description

This may not be the best approach to using an LLM for reranking.
TODO/ABANDON: Implement integrations with higher levels.

Notes:

  • gpt-4.1-mini does not do well when the number of candidates increases to the hundreds
  • gpt-5-mini can still do well with hundreds of candidates but is very slow
